Mid to long term contract only assignment with hourly per diem and some benefits offered ***Nuclear power plant estimating experience is REQUIRED Position Description:
A Project Estimator with 10+ years experience in project estimating and Project Controls. Individual will be assigned to the Major Projects Group assigned to the Project Controls organization with responsibility for providing experienced and seasoned leadership to the organization, and compilation of project estimates in support of projects assigned to the Major Projects Group. Duties will include ownership of cost estimating process, quality verification of inputs to cost estimates and compilation of cost estimates.
2-year Associates degree or 4-year non-technical degree Minimum Qualifications:
Must have performed cost estimating involving major modifications at a commercial nuclear power plant Extensive knowledge of Project estimating techniques and management and control of data used to prepare and control estimate. Above average skills in Excel Extensive knowledge of project control related activities associated with design, procurement, and construction management, establishing work breakdown structures, schedule of values, and baseline estimate control techniques. Extensive knowledge of analyzing, integrating, trending and forecasting cost/schedule information for projects. Extensive knowledge of project estimating, budgeting, planning, task duration scheduling, and the utilization of a Work Breakdown Structure to organize the work. Extensive knowledge of change control processes and risk management processes. Extensive knowledge of the use of PC and software applications such as MS office application proficiency. Ability to work effectively in a project team environment. Ability to provide process leadership and facilitation in preparing detailed Risk analysis and contingency development. Ability to perform Monte Carlo analysis techniques and fine tune contingency analysis and understand its limitations and bias. Ability to obtain a nuclear security clearance – Candidate will need to be Radiation work trained and posses the ability to gain a nuclear access badge.
10 years experience in Project Estimating, Project Management, Project Controls or combinations of related experience in managing and controlling large industrial projects: - 2 to 5 years previous supervisory experience - 4-year Technical degree or 4-year Business degree Ability to provide leadership in developing detailed comprehensive Project Estimates and in the use of management and Project Controls tools and techniques Baseline Monitoring and control - Code structures and controlling processes - Estimating and Project Management software such as MS project, Primavera or Projectview - Financial accounting system - Tracking trending reporting techniques and tools Comprehensive knowledge of project control process, and theories, procedures and the process interdependencies of working with the owners business and control processes. Extensive experience in Estimating data gathering and compilation techniques and processes and experienced with the development, control and monitoring of cost estimates, from inception to approval: - Knowledge of piping system design including routing, materials, fittings, welding, equipment, hangers, and components used in a nuclear power industry - Knowledge of Civil construction techniques and design including routing, materials, fittings, welding, foundations, concrete and steel erection - Knowledge of craft techniques for construction including demolition, rigging, scaffolding, welding, safety, and quality control - Knowledge of power plant field conditions that effect productivity Possess the capability to develop performance standards and unit rate metrics and comprehensive development and documentation of the estimate basis Excellent interpersonal and teamwork skill with consummate ability to maximize the project results using a network of teammates. Excellent written and verbal communication skills with the ability to convey complex issues to project teammates with varying degrees of knowledge. Self-starter and action-oriented and is comfortable in working in processes that are broadly defined and require minimal supervision
