Cost Estimator

Long term permanent direct hire opening Overview: RCS Corporation is currently supporting a client seeking a Cost Estimating Manager in their Nuclear Power Business Unit.

Responsibilities:
Manage the Nuclear Power Plant cost estimating department which is responsible for preparing cost estimates for new major projects. Develop cost estimating and price development process for NPP overall and for specific opportunities; provide key input to proposal development activities for specific opportunities; and lead risk assessment and review process for NPP. Coordinate estimating efforts with functional departments and construction partners. Present cost estimates to the management review team. Oversee the development and maintenance of the estimating department processes and procedures. Develop and approve estimate plans, budgets, and schedules. Prepare estimate plans for major projects. Provide expert guidance and reviews of all estimates and studies. Analyze estimating data and correlate to historical and industry data. Perform high-level confirmation of developed quantities for completeness and reasonableness. Review criteria for development of pricing structures and provide guidance to assure complete and reasonable pricing. Work with functional departments and service organization to develop services labor and material estimates. Review and incorporate bid tab information into the estimate. Review estimate basis and assumptions for completeness and reasonableness. Review, approve and issue recommended project cost, contingency and escalation to be presented to the management review team. Review the incorporation of commercial terms and conditions (tax and currency exchange, etc.). Review quality and integrity of estimates produced by the contracting partners and prepares check estimates. Develop project cash flow models. Provide technical and operational direction to assigned personnel and contracting partners.

Required Skills and Qualifications:

Bachelors or Masters Degree in Engineering, Construction Management, Finance, or related technical field. 10+ years experience in overall energy-industry. Experience concentrated in Nuclear Plants and estimating is preferred. Familiarity with a variety of the complex Estimating concepts, practices, and procedures including conceptual estimating, cost analysis, mathematical skills, and project design scopes is preferred. Knowledge of nuclear power regulations is preferred. Must have demonstrated experience in effectively leading multiple efforts concurrently. Qualified applicants should have excellent IT software knowledge including: Microsoft Excel, Word, Outlook, Power Point, Microsoft Project, Timberline Precision, Timberline Modeling, ProPricer, and other similar software programs. Broad knowledge of nuclear power industry; including customers, competitors, and partners/suppliers.

Financial Dimensions:

Strategic Plans with $50-150M NPVs; Business Plans with $100-200M Annual Revenues, $10-20M OPs - Proposals/risk reviews valued at $1M-$4B each - $1M annual department budget - 1-10 personnel reporting direct and/or matrix basis.
