Job Posting - Estimating Manager – Direct Hire – Northeast Location

In this position, a Estimating Manager can expect to perform the following duties:
  • Provide technical and operational direction to assigned personnel and contracting partners.
  • Maintain frequent contact with projects to provide technical support and guidance.
  • Develop and maintain estimating department processes and procedures.
  • Develop and approve estimate plans, budgets and schedules. Prepares estimate plan for major projects.
  • Provide expert guidance and reviews of all estimates and studies. Analyze estimating data and correlates to historical and industry data.
  • Perform high-level confirmation of developed quantities for completeness and reasonableness.
  • Review criteria for development of pricing structures and provides guidance to assure complete and reasonable pricing.
  • Revalidate the estimate plan as required and manages change to base estimate generated by both internal and external sources, including vendor driven changes.
  • Work with functional departments and service organization to develop services labor and material estimates.
  • Review and incorporate bid tab information into the estimate.
  • Review estimate basis and assumptions for completeness and reasonableness.
  • Ensure that lessons learned are incorporated into estimates.
  • Review, approve and issue recommended project cost, contingency and escalation to be presented to the management review team.
  • Participate in risk review and discussions.
  • Review the incorporation of commercial terms and conditions (tax and currency exchange, etc.).
  • Review quality and integrity of estimates produced by the contracting partners and prepares check estimates.
  • Review the complete Request for Proposal (RFP).
  • Work with client personnel to gain understanding of the specialized aspects of estimating methodologies.
  • Develop project cash flow models.
  • Review and critique designs and specifications for cost effectiveness and suggests alternatives when appropriate.
  • Fully inform stakeholders of progress, ensure their buy-in to the developing estimate to ensure acceptance of final bid.
A successful candidate would be familiar with and/or have experience with the following:
  • Bachelors or Masters degree in Engineering, Construction Management or related technical field.
  • 10+ years of experience in Nuclear Plant estimating with significant direct experience in generating large scale project estimates.
  • 15 years experience in overall energy-industry estimating. Experience should be concentrated in Nuclear Plants and retrofits.
  • Basic knowledge of Reactor Construction, Reactor Protection, Combustion Turbine and Generator, Feed Water, Chilled Water System, Safety System, Startup Coordination and other systems.
  • Knowledge of nuclear power regulations required.
  • Must have demonstrated experience effectively leading multiple estimating efforts concurrently.
  • Qualified applicants must have excellent IT software knowledge including: Microsoft Excel, Word, Outlook, Power Point, Microsoft Project, Timberline Precision, Timberline Modeling, ProPricer, and other similar software programs.
**This position requires significant previous work experience in the nuclear field with reactor mechanical systems (PWR or BWR), piping and other components. Familiarity with a variety of the complex Estimating concepts, practices, and procedures including conceptual estimating, cost analysis, mathematical skills and project design scopes is required.**
